ION GNSS 2004 call for abstracts that are due March 12
The ION has sent a notice out to
remind folks that abstracts for the Sept. 21-24,
2004 meeting in Long Beach are due this Friday, March 12. The
meeting, in Portland Oregon last
year, has been renamed to be ION GNSS 2004.
Go to www.ion.org
and click on ION GNSS 2004, then the "Abstract Submission
Form" link. This is the largest GPS meeting in the world;
be there! Also, remember that
Navtech Seminars presents two days of short courses
prior to the conference. Courses will be available no later than
June 1 on the web. www.ion.org

"Aviation Week in its March 8th issue reported that the US
and Europe have apparently
come together in agreement on cooperative arrangements for
Galileo and GPS. Originally, the
Pentagon was much opposed to Galileo and many
in Europe saw this as a desire for a US monopoly in the
navigation satellites field.
However, a US representative after the Brussels meeting was
quoted as stating that "We've resolved all substantive
issues." The US
reluctantly agreed to include the military signal (M-code) in
the agreement with the
Europeans' encrypted Public Regulated Signal (PRS) according
to Heinz Hilbrecht, of the European Commission who led the
European Union delegation. He
further stated that the agreement " ...is not just
an agreement that's tailor -made to protect the M-code ... The
U.S. has agreed to study
means of protecting the PRS."
Also, it appears that the US and the EU have finally agreed upon
a common open signal
definition. There was considerable earlier US concern relating
to the EU's proposed M-code overlay
which is no longer a candidate. The agreed
upon signal is a split spectrum BOC (Binary Offset Carrier) 1,1
in lieu of the previously
discussed BOC (1.5,1.5) and the BOC(2,2) signal structures.
Hilbrecht indicated that their PRS would be optimized and that
the signal specifications would be
provided to the US as soon as they are completed.
The US and EU also agreed on a
future common open signal structure to be broadcast
on GPS III as well as Galileo. There was further agreement that
"Galileo services will not
degrade the navigation capabilities of U.S. and NATO
forces."
Surprisingly (at least to many of
us), the business development manager for the
Galileo Joint Undertaking (JU), Mike Mattner, was quoted at the
Brussels meeting as saying
"I think the U.S. should join the JU." This may
indicate an opening for some
additional business opportunities for US industry. The
first two Galileo spacecraft will be launched into orbit by the
Russian Soyuz boosters. The
first launch is scheduled for 2005."
